2026 AGM Director Candidate Profiles
Board of Directors of the BC Cycling Coalition
The following candidates for election to the BCCC Board of Directors are:
Incumbent Directors at the end of a current term, or
Director nominees.
Each will be subject to election to the Board of Directors at the Annual General Meeting on April 9th, 2026, via member vote.
Douglas Baer
Resides: Saanich
Board Status: Nominee
Background: Various voluntary organizations, including role as president/chair: Confederation of University Faculty Associations of B.C. (past President), my local community association (President), former Capital Bike director, former President, Canadian Sociological Association. Studied voluntary association in cross-national comparative perspective. Taught & continues to teach social science statistics (Canada & internationally). Uses his family car <1k km/year. E-bike mileage: >5k km/year.
“I am dedicated to improving the lives of cyclists & the safety of the roads they travel on. I want to make cycling feasible for others where poor traffic laws & infrastructure constrain or prevent this.”
Luke Campbell
Resides: Salt Spring Island and Vancouver
Board Status: Incumbent (appointee)
Background: Luke is a film professional with a strong love cycling and desire to expand active transportation across British Columbia. A long-time Board member of Salt Spring-based charity Island Pathways, he served the organization as Treasurer beginning in 2023 and was elected President in 2025. He previously served as a Transportation Commissioner on Salt Spring Island, and has been a member of HUB Cycling's Vancouver-UBC Local Committee. Luke currently serves on the BCCC Board of Directors as Treasurer in an interim capacity (appointee).
“Cycling was my primary mode of transportation from age 5-19 - a visit to Switzerland in 2019 led to a mid-life awakening, and a desire to strengthen my heart and get back on my bike.”
Peter Ladner
Resides: Vancouver
Board Status: Incumbent
Background: Peter has been a commuter and recreational cyclist and cycling advocate for more than 40 years. He is a retired author, columnist, politician and business owner, including co-founder, publisher, and part owner of Business in Vancouver. He was elected to Vancouver City Council in 2002 and 2005, ran for mayor in 2008, and has been a frequent speaker on business, community, transportation and food issues. From 2018-2020 he was Chair of the Better Transit and Transportation Coalition, a group of business, labour, environmental and health organizations advocating for better transportation options in Metro Vancouver, and has served as Chair of the BCCC Board of Directors since 2021.
“I’ve been a champion for cycling and active mobility for much of my adult life, and I know that nothing can happen without the government leadership in shifting how we allocate public dollars for the benefit of communities across B.C. I also believe in the power of the people, and that when we speak loudly—and in collaboration with our members and partners—our voices can influence decision-making in Victoria.”
Moe Nadeau

Board Status: Nominee
Background: Moe Nadeau is a planner and community builder based in the West Kootenay region. Through Moe Nadeau Consulting and Building Momentum Bikepacking (BMB), she advances inclusive and equity driven, community-led cycling initiatives. She has bikepacked from Banff to Mexico and created the West Kootenay Bikepacking Route Network for Bikepacking.com, which was recognized internationally as Route of the Year in 2024. In 2025, her establishment of BMB won Best New Event on Bikepacking.com.
“I am motivated to support BCCC in expanding equitable access to cycling across BC. My work centres rural, community-led, and inclusive approaches to cycling. I bring hands-on experience building programs, routes, and partnerships, and I am eager to contribute to a developing a strong provincial cycling network.”
Clyde Scollan
Resides: Victoria
Board Status: Incumbent
Background: Clyde is a life-long cyclist, frequent bike commuter, long distance rider and bicycle vacationer. Clyde worked on behalf of employers in Canada’s construction industry for over 30 years, most recently as President of the Construction Labour Relations Association of BC. He is a former appointee to the BC Infrastructure Board which oversees government-funded infrastructure projects in the province. Clyde is currently enjoying a mix of part-time work in private consulting and business development for the BC Provincial Council of Carpenters. He looks forward to advancing the goals of the Coalition and the exciting opportunities that cycling represents for British Columbia’s residents.
“BC is the ideal place in Canada for a leading edge integration of bicycle riding in the movement of people. Cycling needs to take its rightful place at the table of decisions being made regarding infrastructure, environment and social policy building if the province is going to fulfil its potential.”
